Personality[]
Despite being an officer, Saitō seems to have little common sense as he infiltrated a gang operation undercover using his real name. He has admitted to finding Kirihara scary. However, Saitō is loyal to Kirihara and protects her from harm, even when he thinks she's frightening. It is revealed in the OVA that Saitō has feelings for Kirihara, however soon after verbalizing them his memory along with Kirihara's is erased due to a memory erasing substance accidentally released by Mao. He still works in the Department, but secretly maintains his contact with Misaki. Saitō is a 2nd stage in both judo and karate.

After transferring to the Hachijo-Jima station and witnessing the disappearance of BK-201's star, Misaki calls Saitō and discusses the situation. However, she is interrupted by Goro Kobayashi and after a short discussion with Kobayashi, she hangs up on Saitō, who is shouting to get her attention.[11] Upon taking up her new job in Section 3, she talks to Saitō by phone. He asks her why she resigned from the police without telling him and the others. Concerned by the turn of events, he becomes agitated and demands to know if she is getting herself in to a dangerous situation.
